The only way to see the stats of an enemy Pokemon is by capturing it. When you encounter a Pokemon, its name will be displayed along with it’s picture.
The game is completely playable through the use of the PokeDex, which will list which Pokemon you have seen, caught, or caught in an Egg (which now has the ability to hold 999 Eggs). This game takes place in the Kanto region, with all 151 Pokemon, including Mewtwo and Ditto.
